W. M. Jordan Company is providing preconstruction phase services to the Department of General Services for Renovations to the 9th Street Office Building and Replacement of the 8th Street Office Building in Richmond, Virginia. These services include cost estimating, constructability analysis, life cycle cost analysis, value engineering, and scheduling and sequencing for the conceptual project. The scope of the project includes renovation of the 9th Street Office Building and demolition of the existing 8th Street Office Building, a 12-story, 140,000 square foot structure and construction of a new office building.

Acquired by the Commonwealth in 1966 for use as state offices, the existing buildings were built in the early 1900's and have outdated heating and cooling systems, obsolete mechanical and electrical systems, inefficient floor plans, and life safety issues. In 2006 the General Assembly directed the Department of General Services to begin developing plans for renovating the Ninth Street Office Building and adjacent to this building constructing a new office building.

The Commonwealth held several design charettes with members of the community during the development of this project. Commonwealth Architects of Richmond, Virginia and Perkins + Will of Washington DC are providing design and architectural services to the Department of General Services for the project, which includes renovations to approximately 183,000 square feet in the 9th Street office building, and construction of a new 300,000 square foot Office Building with four levels of parking below ground. The new building features sustainable design and the Commonwealth plans to seek LEED Silver Certification from the US Green Building Council.
